Chairman
David Wiley is the Founder & Chairman of Widelity, Inc., where he brings nearly three decades of leadership, operational, and technical expertise in all aspects of the information, communications technology (ICT) sectors. A recognized industry leader, David has built a career defined by innovation, integrity, and a steadfast commitment to advancing the economic and national security interests of the United States through resilient, next-generation communications capabilities.
Since founding Widelity in 2006, David has guided the company’s growth into a trusted provider of advanced communications engineering, network modernization, and critical digital infrastructure solutions serving both public and private sector clients. His leadership reflects a unique combination of strategic foresight and hands-on operational acumen — qualities that have enabled Widelity to thrive through cycles of technological change, national priorities, and global complexity.
Before establishing Widelity, David held several senior executive roles across the communications industry. As Vice President of Operations Planning and Support at First Avenue Networks, he led operational strategy for a major broadband fixed wireless company. He previously served as Vice President of Services at MobileAccess Networks, overseeing the successful deployment and maintenance of multi-million-dollar in-building wireless projects. Earlier in his career, he served as Director at XO Communications, leading national network deployment initiatives, and as Director of Business Operations at Iridium, where he managed complex systems development and global service delivery. David began his professional journey in network strategy and consulting with Verizon and Accenture, experiences that honed his ability to merge technology and business performance.
Throughout his career, David has been recognized for driving innovation, operational excellence, and team-centered success. He is known for his ability to architect and execute complex solutions that enhance connectivity, security, and national resilience — qualities increasingly critical in today’s interconnected and contested global environment.
Beyond his professional achievements, David is deeply committed to serving both country and community. He sits on the George Mason University’s President’s Innovation Advisory Council and has served on the Flint Hill School Board and the Our Lady of Good Counsel Finance Committee, and actively supports educational and philanthropic initiatives.
David holds a Bachelor of Arts in Economics and a Master of Business Administration (MBA) from the College of William and Mary in Williamsburg, Virginia. He and his family reside in Virginia.

As a trusted truth-teller and creative problem-solver of innovative solutions in cyber, digital domain, counterintelligence, secure logistics, and threat mitigation systems, she possesses an extensive knowledge of US global relations. Known for her thought leadership in assisting exceptionally smart leaders to think differently or designing creative solutions to complex problems, she also possesses deep skill sets in secure logistics, asset protection, threat mitigation, digital and kinetic technologies, training, and the policy arena. Joan is gifted in government affairs and quietly assists leaders from Capitol Hill, U.S. corporations and Commands. She is a nimble and inspiring team player who successfully bridges global cultural constituencies, the multi-domain battlefield, and the board room while creating collaborative environments.
Joanie presently serves as the CEO of Widelity, Inc. and she is co-founder of Strategic Link Partners which she created with a partner retired out of a Special Mission Unit in the Special Operation Forces community. Former positions include Managing Director with FON Advisors, Sr. SOF & IC Client Manager for Huntington Ingalls Industries- MDIS, Director of Strategic Relationships & Innovation for Fulcrum, Director, Special Operation Forces & Cyber Technologies, ARA, Director, U.S. Policy for SAS, President and CEO of the NC Technology Association and she served as an Assistant Secretary for the NC Department of Transportation.
Ms. Myers is actively engaged in the global Eisenhower Fellowship program where she studied Cyber Terrorism and Security. In 2010 she was the chief architect of a Cyber Security Test Bed project for the Department of Homeland Security that engaged a holistic model of threat, training, and policy constructs.
Joanie was appointed by President George W. Bush in 2004 to serve on the Presidential Rank Review Board. Ms. Myers has had a collaborative relationship with the FBI in the cyber and counterintelligence area that has spanned over two decades. She is a Certified Corporate Trainer and is a dynamic public speaker in the areas of leadership, threat, cyber, insider threat, asset protection, risk management, contingency planning and innovation.
Joanie serves on the Board of Trustees of the National Small Business Association and is an Advisory Board Member of the Rick Herrema Foundation. She also is on the Advisory Board of Innovate-Educate and is a former Board Member of the Wake Tech Foundation and the National Association of Corporate Directors (RTP Chapter). Other positions include past Chairman, Council of Regional Information Technology Associations, a former Advisory Board member of the College of Computing and Informatics at the University of North Carolina-Charlotte, a former Board member of the NC Information Resource Management Commission and a former member of the Governor’s Commission on National and Community Service.
In 2013 Joanie was conferred The Order of the Long Leaf Pine, the State of North Carolina’s highest civilian honor for her work in national security, technology, and innovation. Joan is the winner of the 2007 Women of Achievement Award, 2003 Business Leader Magazine Woman Extraordinaire and was named one of the Top 25 Women in Business by the Triangle Business Journal in 2001. She is the founder of the Eisenhower Fellowships NC Alumni Network and is a member of the International Counterterrorism Association, The Cipher Brief, NDIA, and the OSS Society.

Paul Altoz serves as Global Investment Officer & Treasurer at Widelity, Inc., where he leads the company’s global financial strategy, investment portfolio, and capital structure in support of sustainable growth, innovation, and long-term shareholder value. A communications industry veteran with deep financial and operational expertise, Paul brings more than two decades of experience in managing complex assets, optimizing capital performance, and aligning fiscal strategy with corporate mission and national objectives. In his role, Paul oversees investment management, treasury operations, and corporate finance, including asset allocation, debt strategy, acquisitions, and risk optimization. He develops and executes Widelity’s investment strategy in coordination with the CEO, Founder, and Advisors to balance liquidity, growth, and risk mitigation across diverse global markets.
Paul also directs the company’s risk management and compliance framework, implementing robust controls to manage market, credit, and liquidity risk. From 2019 – 2025, Paul served as CEO of Widelity where he oversaw the growth and strategic planning for the company. Prior to that, Paul served as Widelity’s CFO. Throughout Paul’s career at Widelity, he has demonstrated a strong commitment to ethics, service and strategic agility.
Before being hired by the founder as Widelity’s first employee in 2006, Paul built a distinguished career across multiple sectors of the telecommunications industry, including the wireless, in-building, long-distance, satellite, and CLEC spaces. His broad experience in accounting, project management, and operations has given him a unique ability to integrate financial strategy with operational performance — ensuring that investments not only deliver strong returns but also advance technological innovation and national infrastructure goals.
Paul holds a Bachelor of Science in Accounting from Virginia Tech and previously held a Certified Public Accountant (CPA) license. He and his family reside in Virginia.

Charlie Brown joined Widelity as Controller in 2025. He is a seasoned finance leader with more than 18 years of experience driving strategic initiatives, building high-performing teams, and fostering innovation across accounting and financial operations. Known for his collaborative leadership style and results-oriented approach, he consistently delivers transformative outcomes in complex and fast-paced environments.
Throughout his career, Charlie has achieved notable accomplishments, including spearheading the cleanup and standardization of financial statement data and reporting, resulting in clean and auditable financials. He has guided organizations through technical accounting matters such as ASC 842 lease accounting and has led teams to deliver timely transaction processing and improved reporting efficiency.
Before joining Widelity, Charlie held leadership roles across several respected organizations, including Advisory Associate Director at CrossCountry Consulting, Accounting Director at Indeed, Technical Accounting Manager at Navy Federal Credit Union, Advisory Senior Manager at EY, and Audit Manager at KPMG. His experience spans advisory, technical accounting, audit, and operational leadership, giving him a comprehensive and well-rounded perspective on financial excellence.
Charlie holds both a BBA and Master of Accounting (MACC) from the College of William and Mary and is a Certified Public Accountant (CPA). He resides in Northern Virginia with his family and enjoys spending time outdoors, especially at the beach and hiking local nature trails.

Nancy Cochran serves as the Vice President of Operations at Widelity Inc. She is an accomplished operations executive with a strong record of leading organizational growth, streamlining processes, and enhancing workforce efficiency. With more than two decades of leadership experience across telecommunications, government contracting, and financial services, she excels at building operational frameworks that drive scalability, compliance, and sustained performance. Recognized for fostering collaboration and developing high-performing teams, she combines strategic vision with hands-on execution to deliver results in dynamic environments.
Prior to joining Widelity, Nancy played a key role in driving exponential growth for a government contracting firm, where she held multiple leadership positions including Vice President of Operations and Director of Global Compensation. In these roles, she led efforts to strengthen organizational processes, implement enterprise systems, and align operational practices with corporate objectives. She also oversaw large-scale operational functions encompassing payroll systems, compliance programs, and multi-site teams across domestic and international divisions.
Earlier in her career, she held progressive leadership roles at a major financial institution, managing large operational teams, technology integrations, and process improvement initiatives during multiple corporate mergers. Her experience also includes serving as a university instructor, where she delivered business and finance coursework to U.S. military personnel and their families stationed overseas.
She holds a Bachelor of Science in Marketing and Human Resources from Miami University in Oxford, Ohio and a Master of Business Administration (MBA) from Franklin University in Columbus, Ohio. She is also a Project Management Professional (PMP) certified by the Project Management Institute.

Heather Helmig is a seasoned Human Resources professional with over 12 years of experience collaborating with Widelity’s executives and senior leaders to shape and execute talent strategies that drive innovation and operational excellence.
Heather leads all aspects of HR at Widelity, from talent acquisition and onboarding to benefits administration and employee relations. She’s built HR processes from the ground up, ensuring employees feel supported while assuring the company stays compliant and competitive. Her passion lies in creating a workplace where employees thrive, leaders grow, and culture drives performance.
Heather holds a B.S in Business Administration from the Ohio University and is a Certified Professional in Human Resources (SHRM-CP). She currently resides in Raleigh, NC.

Jess Renfrow is an accomplished IT leader with extensive experience in systems management, cybersecurity collaboration, and technology modernization. Her expertise includes enterprise migrations, data integrity management, and the implementation of secure infrastructure that supports both operational efficiency and regulatory compliance. She excels at aligning technology solutions with organizational goals and fostering cross-functional teamwork.
As the Enterprise IT Manager at Widelity, Jess leads enterprise infrastructure strategy and oversees the design and implementation of secure, scalable environments that support companywide operations. She manages a multidisciplinary IT team focused on optimizing system performance, ensuring data reliability, and driving continuous improvement across technical processes and business workflows.
Before stepping into her current role, Jess served as a Federal and Government Compliance Consultant at Widelity, supporting large-scale technology and reimbursement programs subject to federal oversight. Earlier in her career, she was a Telecommunications Officer for the U.S. Army Recruiting Command, where she managed network operations, communications systems, and user training across multiple sites. Her background also includes technical sales and client-facing roles with national technology providers, where she developed a strong foundation in customer support, solution development, and project execution.
She holds a Bachelor of Arts in Electronic Communications and Engineering Technology and a certification in CompTIA Security+. Jess has been recognized by peers and leadership for her proactive communication, mentorship, and commitment to creating an efficient and collaborative work culture. Outside of work, Jess enjoys fishing, gardening, practicing yoga, and spending time with family and friends.

John Muleta is CEO of ATELUM LLC, a minority-owned technology transfer firm specializing in mobile and internet services; he is also a managing member of SNR Wireless.
Muleta has distinguished himself through dedicated service in two federal government positions for the United States. Between 2003 and 2005, Mr. Muleta was chief of the FCC’s Wireless Telecommunications Bureau. There he was responsible for developing and implementing spectrum policy as well as managing the FCC’s auction and licensing processes. He also oversaw developing regulations for commercial mobile and public safety radio operations.
Muleta also worked at the FCC between 1994 and 1998, where he rose to the rank of Deputy Bureau Chief of the FCC’s Common Carrier Bureau. In this role, he was responsible for the Bureau’s telephone numbering, enforcement, and industry analysis functions.
Muleta served as a senior officer of two publicly traded companies: Navisite, Inc. (NASDAQ: NAVI, acquired by Time Warner Cable) and PSINet, Inc. (NASDAQ: PSIX, acquired by Cogent).
At Navisite, Muleta was responsible for international expansion and new business initiatives for the global hosting company. At PSINet, Muleta managed the company’s global fiber footprint (terrestrial and submarine) that enabled the company to become a leading global ISP. He led the company’s operations in India, the Middle East, and Africa as well as the company’s $100M corporate venture unit.
Muleta was previously a partner and co-chair of the communications practice at the law firm of Venable LLP. He also has a distinguished private sector record as an entrepreneur and business executive.
Muleta holds an undergraduate degree in Systems Engineering and an MBA/JD from the University of Virginia.

A former US Navy Admiral, Rogers now focuses his time on supporting companies in the private sector, serving on various directing and advisory boards or acting as a senior advisor, predominantly in the areas of cybersecurity, geopolitics, leadership, crisis response, advanced technologies, and investment.
Admiral Rogers also speaks globally to various business and academic groups, and works internationally in the cyber and global security arenas. He also can be seen on major media outlets across the globe addressing those same issues.
He is a Senior Fellow and Adjunct Professor with Northwestern University’s Kellogg School of Management’s Public Private Initiative, and works with DoD in the mentoring and professional development of its General and Flag officers.
Admiral Rogers retired from the U.S. Navy in 2018 after nearly 37 years of naval service, rising to the rank of four-star admiral, the first in the U.S. Navy within Cryptologic Warfare to rise above the rank of two- star admiral. He culminated his career in uniform with a four year tour as the Commander of U.S. Cyber Command (USCC) and Director of the National Security Agency (NSA).
As Commander of USCC, he led the creation of DoD’s then newest combatant command, responsible for the cyber defense of DoD’s networks, platforms and data concentrations, the development and operational application of DoD’s offensive cyber capabilities; and the protection of critical infrastructure in the private sector against significant cyber events.
As Director at the NSA he led the largest foreign intelligence organization in the free world, responsible for the generation of intelligence on global issues and activities of concern to our nation and its friends and allies, as well as providing deep cyber security expertise to partners within the USG, our allies, and the private sector.
In each of those roles Admiral Rogers worked with the leadership of the U.S. government, the DoD and the Intelligence community, and their international counterparts in cyber and intelligence activity across the globe. He also assisted in the development of national and international policy for cyber, intelligence, privacy and technology – including extensive work with foreign governmental leaders, the White House, Congress, and corporate leadership in the finance, IT, telecommunications and technology sectors.
Prior to his final duties at USCC and NSA, he served as Commander of the US TENTH Fleet/Cyber Command and the Director of Intelligence for the Joint Chiefs of Staff and the Indo-Pacific Command.
Admiral Rogers is a graduate of Auburn University and holds a Master of Science in National Security (specializing in East Asia). He is a distinguished graduate of the National War College and a graduate of highest distinction from the Naval War College. He is also an MIT Seminar XXI Fellow and a Harvard Senior Executive in National Security alum.

Ken Tovo is a recognized leader in special operations, strategic planning, and leadership. He is the president of DOL Enterprises, Inc, a consulting firm providing services primarily in the defense and technology sectors.
Over the course of his 35-year career, much of it as a Green Beret, Ken developed and led high performing organizations at varying levels, from a 12-man Special Forces ‘A-team’ to the 34,000-strong Army Special Operations Command.
Other key assignments include Deputy Commander, USSOUTHCOM; Commanding General, NATO Training Mission – Afghanistan; Commanding General, Special Operations Command – Central; Deputy CG, SOCEUR; Deputy CG, 1st Armored Division.
His operational assignments include the first Gulf War; refugee relief operations in Turkey and Northern Iraq; noncombatant evacuation operations in Sierra Leone; peacekeeping operations in Bosnia on two occasions; five tours in Iraq; and one tour in Afghanistan.
In addition to his consulting work, Ken currently serves on the board of several companies and is the chairman of the Green Beret Foundation, a non-profit organization dedicated to assisting current and former US Army Green Berets and their families. He also serves on the board of Onward Ops, a non-profit organization focused on supporting military members transitioning out of service.
Ken was a distinguished graduate from the US Military Academy at West Point and earned a BS in Aerospace Engineering. He holds a MS in Advanced Military Studies from the US Army Command & General Staff College and a MS in Strategic Studies from the US Army War College.

Rear Admiral Cohen became the 20th Chief of Naval Research in June of 2000, and after an unprecedented five-and-a-half-year assignment as Chief of Naval Research, retired from the Navy in early 2006.He served during wartime as the Department of the Navy Chief Technology Officer, responsible for the $2B/year Navy and Marine Corps Science and Technology Program involving research on applied technology portfolios and contracting; in this capacity, he coordinated investments with other U.S. and international providers to rapidly meet warfighter combat needs.
Unanimously confirmed by the US Senate in August 2006, Cohen was sworn in as Under Secretary for Science & Technology at the Department of Homeland Security, where he was responsible for DHS research, development, testing, and evaluation.
After leaving government, Rear Admiral Cohen became a principal in The Chertoff Group, and now serves on select corporate boards of companies focused on cutting edge cybersecurity, medical devices, and cancer treatments. He is also an independent consultant for science and technology for domestic and international defense, homeland security/cybersecurity, and energy. Cohen has served on a US National Science Foundation Advisory Panel, and in 2018, at the request of Secretary of Defense Gen. Mattis, USMC (ret.), Cohen participated in an effort to enhance base security and power resiliency with DoD and DoE.
Rear Admiral Cohen is a native of New York. He was commissioned in 1968 upon graduation from the United States Naval Academy, and holds a joint Ocean Engineering degree from Massachusetts Institute of Technology and Woods Hole Oceanographic Institution, as well as a Master of Science in Marine Engineering and Naval Architecture from MIT.
